   The recommendation reads as follows:

Wing Commander Waddell was the Wing Commander (Operations) of No.39 Wing from September 1944 to May 1945. This officer was an outstanding leader and his personal gallantry, enthusiasm and determination were an inspiration to the pilots of the Wing. No.39 Wing, throughout the winter of 1944-45, was engaged on the most extensive photographic cover for the approaching spring offensive. Their magnificent achievements in this respect and the results of their tactical reconnaissance gave the Army Commander invaluable help in his planning to counteract major moves on the part of the enemy. This leadership achievement was due in great measure to the magnificent leadership of Wing Commander Waddell.

Heeft zich door daden van initiatief, moed en volharding gedurende een of meer vluchten in een luchtvaartuig tegenover den vijand onderscheiden, door zijn optreden als Commandant van een Wing van de R.A.F. op lucht-fotografisch gebied en bij tactische verkenningen in den winter van 1944 - 1945 ten behoeve van het voorjaarsoffensief van 1945 en het opvangen van vijandelijke offensieve ondernemingen. Door een en ander heeft zijn optreden gestrekt ten behoeve van den Nederlandschen Staat.

Over a period of eleven months this officer completed four sorties of a special nature over Holland. He fullt appreciated the very great hazards involved, but by the display of the highest degree of resolution, skill and leadership he set a most inspiring example to his contemporaries, and made a very fine contribution to the war effort in Holland.

   The recommendation reads as follows:

Brigadier Wedd was the principal Civil Affairs Staff Officer at Headquarters First Canadian Army throughout the campaign in Northwest Europe and consequently had manifold responsibilities connected with the administration of liberated territories. These responsibilities he carried out most efficiently with the result that the troops were never impeded during operations by difficulties with the civilian population. In the Netherlands in particular, under the capable and imaginative leadership of this officer the relations between the military and civilian authorities were most harmonious and all possible steps were taken to assist in the speedy restoration of order in liberated Holland.

   Originally recommended for a Bronze Lion, but created a Commander in the Order of Orange-Nassau
   The recommendation reads as follows:

At 1400 hours, 11 April 1945, 1 Canadian Infantry Division attacked westward across the River Ijssel, the object of the operation being to force the enemy to leave the Netherlands, otherwise to destroy him in order to stop the flooding of the countryside and to remedy as quickly as possible the serious lack of food in western Holland. Brigadier Ziegler commanded the artillery in support of this operation.
In the initial stage, to ensure the effectiveness and accuracy of the great amount of artillery under his command, Brigadier Ziegler personally formulated the fire plans and fire support that so successfully assisted 1 canadian Infantry Division in its final sweep westward, a task made unusually difficult by the fact that the prime consideration at all times was to spare the Netherlands' civilian life and property. Making extreme use of intelligence information, obtained through civilian and army channels, Brigadier Ziegler personally directed the fire of the artillery with such outstanding skill that destruction to civilian personnel and property was held to an absolute minimum while effective artillery support was afforded the division in its drive through western Holland.
After the unconditional surrender of the enemy, a speedy occupation of the country and quick evacuation of the Germans became essential. The artillery group under Brigadier Ziegler's command was given the responsibility for the largest area in western Holland. Again displaying unlimited energy and expert organizing ability, Brigadier Ziegler completed arrangements to effect rapidly the collection and disarmament of the enemy.
Throughout the entire operation in Holland, the formation policy of consideration first to civilians and civilian property, rigidly adhered to by Brigadier Ziegler, was largely responsible for the comparative immunity to Allied shell fire experienced by the civilians in western Holland.
